Citadel vs Saviynt is now a standard shortlist question for CIOs and Heads of IT who want modern enterprise IGA without a long services programme behind it. This head-to-head works through seven named criteria: implementation, AI-assisted access reviews, non-human identity governance, contractor lifecycle, SoD and risk scoring, connector reach, and modern architecture. For each one you get what Citadel Identity360 delivers, a pilot test that proves it on your own estate, and the question to put to Saviynt so both platforms face the same evidence.

For the wider strategic argument, our earlier essay on whether Citadel Identity360 or Saviynt is built better for the modern enterprise covers operating philosophy and packaging, and the four-vendor scorecard with SailPoint and One Identity places both vendors in a larger field. This page stays narrow on purpose: two platforms, seven criteria, one pilot test per criterion.

Vocabulary for this head-to-head

  • Services-led rollout: A programme where partner or vendor consultants design, build and later change most workflows, so the customer team keeps depending on them after go-live.
  • Included customization: Engineering effort bundled into the Citadel Identity360 subscription. Citadel includes about 400 hours of it.
  • Non-human identity: A service account, API key, workload, bot or AI agent that holds access without any HR record behind it.
  • Contractor lifecycle: Sponsorship, start date, end date, extensions and removal for people who are not employees.
  • Toxic combination: Two entitlements that together break a segregation-of-duties rule.
  • Verified deprovisioning: Removal confirmed by reading the target system after the change, rather than inferred from a closed ticket.
  • Identity graph: One connected model of people, machines, agents, accounts, entitlements, approvers and owners.

Criteria scored here and criteria set aside

Scored: the seven criteria named above, each judged on evidence a CIO can watch in a pilot. That means setup effort and who does it, the quality of reviewer decisions, ownership of machine and agent identities, enforcement of contractor end dates, SoD and risk handling at the moment of decision, reach into difficult targets, and the architectural load the platform places on your team.

Set aside: licence pricing and contract terms, privileged session recording, customer identity (CIAM), and workforce authentication such as SSO and MFA policy design. Each deserves its own evaluation track.

Seven-criterion pilot sheet for Citadel and Saviynt

Criterion What Citadel Identity360 delivers Question to put to Saviynt in the pilot
Implementation Your IAM team configures without code, and roughly 400 bundled customization hours absorb the exceptions Can our own administrators add an approval branch and an escalation rule with no vendor or partner engineer present?
AI-assisted access reviews Recommendations, risk context and access path shown per item; revokes flow to verified removal After a reviewer revokes access on a disconnected application, where is the confirmed target state shown?
Non-human identity and AI-agent governance Owner-backed lifecycle for service accounts and keys, plus owner-registered MCP servers, per-tool agent permissions and a kill switch, all in the same IGA console Which products, licences and consoles are involved in governing service accounts and AI agents alongside workforce identities?
Contractor lifecycle Sponsor, end date, extension and removal handled in the same model as employees When a contractor end date passes, can you show removal confirmed in every target the next morning?
SoD and risk scoring Toxic-combination checks and identity risk scores inside the request and review screens Where does a toxic combination surface for the approver at the moment of request, and which licence tier includes it?
Connector reach Web services over REST or SOAP, SCIM for SaaS, LDAP and JDBC for directories and databases, and file, SFTP, batch, mainframe or custom adapters for the rest For our mainframe, batch and file-fed systems, who builds and maintains each connector, and is it in scope for the pilot?
Architecture One identity graph and one console for every identity type How many admin consoles and commercial tiers does it take to govern people, contractors, machines and agents together?

Every Citadel cell describes something your team can watch working during the pilot. Ask Saviynt each question in the same session and score both answers on what you see.

Is Citadel quicker to stand up for your own team?

Implementation is where most IGA programmes spend their early credibility. With Citadel Identity360, your IAM administrators build approval chains, lifecycle rules, certification campaigns and request forms in a no-code designer, so the people who understand the business own the configuration from the start. The requirements that never fit a template, such as a regional approval exception, a report your regulator insists on, or an adapter for an in-house finance tool, are absorbed by the roughly 400 hours of customization already inside the subscription. Nobody has to raise a change order for them.

Pilot test: ask your own administrators, with no vendor engineer present, to add an approval branch and an escalation rule, then record who needed help. Question for Saviynt: run the identical exercise and note who performs each step.

Which platform gives reviewers better AI help in certification campaigns?

A good AI review assistant cuts rubber-stamping, it does not merely speed it up. Citadel shows each reviewer an AI-assisted recommendation alongside the risk context for every access item, and the identity graph explains how that access was granted and who approved it. When the reviewer revokes, the decision travels straight into deprovisioning, Citadel reads the target to confirm removal, and the full chain from decision to confirmed state lands in exportable evidence. Our guide to the job AI-assisted access reviews should perform sets out the tests in more depth.

Pilot test: revoke one entitlement on a disconnected application and have Citadel show the confirmed target state. Question for Saviynt: perform the same revoke and ask where the confirmed state appears in the review evidence.

Governing service accounts, bots and AI agents inside one Citadel console

Machine and agent identities hold standing access with no HR event to end it, and the OWASP project ranking the top ten non-human identity risks lists improper offboarding and overprivileged NHIs among the leading risks. In Citadel, every service account, API key and machine credential carries a named owner through its whole life, from first issue to final retirement. Agent discovery pulls AI agents out of the Microsoft Entra, AWS and Google Cloud registries so they join a single inventory under the same review rules as staff.

For agents built on the Model Context Protocol, Citadel registers each MCP server with its owner, maps every agent to the servers it may use, and authorizes individual tools rather than a whole server. An OAuth layer and an allowlist decide which people may use each agent, people receive access without ever holding a token, and a kill switch halts a misbehaving agent at once. Citadel AI governance produces a config file that Claude, OpenAI and Cursor MCP clients can use. See agent governance for the access model. Because all of this sits in the same platform as workforce IGA, agents enter the same review cycle as people without a separate rollout.

Pilot test: register one MCP server, grant an agent a single tool on it, then trigger the kill switch and confirm the agent stops at once. Question for Saviynt: show the same flow, and list every product and console it touches. The non-human identity governance buyer’s checklist gives the full question set.

Contractor end dates: which platform removes access on time?

Contractors rarely appear in the HR system, which is why their access outlives their engagements. Citadel treats contractors as first-class identities in the same model as employees. Each one carries a named sponsor, a start date and a hard end date. Extensions require sponsor approval, sponsors revalidate access on a schedule, and the end date triggers deprovisioning that Citadel confirms at every target. Third-party and supply chain risk is its own category in the NIST Cybersecurity Framework 2.0, and this record answers it directly. The contractor lifecycle governance guide walks through the removal sequence.

Pilot test: create a contractor with an end date of tomorrow and inspect every target the following morning. Question for Saviynt: run the same contractor through the pilot and ask for target-level proof of removal.

Segregation of duties and risk scoring head to head

Separation of duties is a baseline control in NIST SP 800-53 (AC-5), and auditors expect it enforced at request time, not discovered at quarter end. Citadel checks toxic combinations when access is requested and again during reviews, and it monitors conflicts continuously. Identity risk scores, orphaned accounts, dormant privileged accounts and permission creep all appear in the same console that approvers and reviewers already use, so risk shapes the decision instead of trailing it.

Pilot test: request an accounts payable role for a user who already holds general ledger posting rights, and watch where the conflict surfaces in Citadel. Question for Saviynt: make the same request and note which screen, and which licence tier, shows the conflict to the approver.

Connector reach from REST APIs to mainframe batch files

Governance is only as wide as the systems it can read and write. Citadel talks REST and SOAP to modern business applications, SCIM to SaaS, LDAP to directories and JDBC to databases. It reaches stubborn systems through flat files, SFTP drops, scheduled batch jobs and mainframe adapters, and any remaining gap is closed with a custom connector built inside the included hours. The connector coverage guide for enterprise IGA explains how to audit that reach before you sign.

Pilot test: bring your least cooperative application, the one with no API, and ask Citadel for governed provisioning on it inside the pilot window. Question for Saviynt: for the same application, ask who builds the connector, who maintains it, and whether it can be live within the pilot.

Modern architecture: what each platform asks of your team

Modern architecture is measured by how little the platform asks of your team. Citadel Identity360 is built around a single identity graph that maps every user, contractor, service account, agent, role, application and permission as one living network. A single policy layer drives lifecycle, requests, reviews, SoD and agent authorization across that graph, and one console presents it. Access path discovery traces any identity to any resource, and an AI reporting assistant answers plain-English questions about the estate with structured reports. The CISA Zero Trust Maturity Model puts identity first among its pillars, and a single graph is the clearest way to demonstrate that pillar to a board.

Pilot test: from one screen, trace a contractor, a service account and an AI agent to every resource each can reach. Question for Saviynt: run the same trace and count how many consoles and commercial tiers it requires.

Questions buyers ask when comparing Citadel and Saviynt

Should enterprises shortlist Citadel as a Saviynt alternative?

Yes. Citadel Identity360 brings lifecycle, requests, certifications, SoD, risk scoring, contractors, machine identities and agents under one model, and pairs configuration without code with roughly 400 hours of customization in the subscription.

How does Citadel keep implementation with our own administrators?

Your administrators configure workflows and campaigns in a no-code designer, and the included customization hours cover the exceptions, so day-to-day change does not wait on outside specialists.

Who decides which MCP tools each agent may use in Citadel?

Citadel registers MCP servers with owners, authorizes each agent per tool, gates usage through OAuth and allowlists, distributes tokenless access and offers a kill switch, all inside the same IGA platform.

How does Citadel enforce contractor end dates?

Citadel keeps contractors in the same identity model as employees, with sponsors, hard end dates, approved extensions and removal verified at every target.

What does the bundled Citadel customization allowance pay for?

About 400 hours cover approval logic unique to your organisation, regulator-specific reports, dashboards, data transformations, notifications and custom connectors for in-house or older applications. The hours sit inside the subscription rather than a separate services order.

Can Citadel govern mainframe and file-fed applications?

Yes. Alongside REST, SOAP, SCIM, LDAP and JDBC, Citadel governs targets through flat files, SFTP, batch and mainframe adapters, with custom connectors built inside the included hours.
